The State of Pennsylvania requires that all ATVs be registered and carry liability insurance. No minimum amount of liability insurance is required but you must have proof of coverage with you when using your all-terrain vehicle. The minimum liability limits that most companies offer are $10,000 per person and $20,000 per accident for bodily injury and $10,000 for property damage. No title is required under PA law.
